The best warm spots are based on things like amusement parks, outdoor activities, and festivals . . . the best cold spots are based on things like skiing, ice skating, and indoor activities . . . and both are also judged on things like costs and safety.
The five best warm cities are: Austin, Texas . . . Dallas . . . San Diego . . . Las Vegas . . . and Tampa.
And the five best cold cities are: Chicago . . . Washington D.C. . . . Atlanta (cold?). . . Philadelphia . . . and Denver.
